You could complain to your local spca or at least ask them who to go to in order to complain. The local state laws should still have to be followed even in a privately run shelter.

Get a hold of your local newspaper, then the SPCA.... nothing like dirt bags hitting the front page for everyone to remember them by also more people will be informed on what to look for in other private shelters
