What do you think? Is it better to have freedom from (ie terrorism) or freedom to (ie free speech)? You can only choose one!

Terrorism, whether by a group or a government, removes the right to freedom including of speech. Your question makes no sense since both these freedoms go hand in hand; if one is lost so is the other. If you live in fear you have no freedom of self expression.
