Depends on what you mean by 'international waters'. If any country has a claim to the area you're in, any actions might be prosecuted by that country's law.

I don't think there is such thing as "no man's land" anymore.

if you are a citizen of the US and murder someone in internation waters, you can bet that you would be in deep sh!t when you get back to shore.
