So its a 1999 jeep wrangler....sounds like it may be the switch itself...main power is from 30 amp fuse 10 in pdc..this is power reguardless of ignition switch position..Might be a short in the headlamp switch ...

how long, they have a 30 second garage delay or at least my 98 does.

do u live in canada?
if u do unplug the daytime running light module and see if they go out-usually do
