Yes, Caesars Palace's Venus pool allows European topless bathing. I don't know off-hand if any other hotel allows it.

As far as I know, there's only 4 for sure and they call it European Sunbathing.
Mandalay Bay, Caesars Palace, Wynn Las Vegas and Mirage just opened a topless pool last week.
