It just refers to something that is externally beautiful; that is, pleasing to the eye.
I think it's generally used to draw a contrast between the thing that is "eye candy" and something more SUBSTANTIAL...in other words, to describe something as "eye candy" means that it is somehow limited.

Eye candy is something that is pleasing to look at. If you are a woman and you see a man that you think is great looking, then to you he would be eye candy. And visa-versa for a man. Just like watching our soldiers blowing the crap out of iraq. That was eye candy.

Yeah the phrase has developed some negative connotations now - eye candy tends to mean a person who is beautiful to behold but doesn't have much more to them than that, blonde bimbo types come to mind as well as fake fellas, no-one is immune!

eye candy is a photoshop plugin with multiple effects for making images, i hope that is the right eyecandy you are talking about.
It has many effects that normal photoshop doesnt offer.
