I'm not trying to offend anyone, but if someone was just mildly mentally disabled (e.g. IQ = 86) in a class with people whose average IQ is 70 (mild mental retardation), would this make them feel smarter?
This is a serious question. Although it may help with self-esteem, it may also give them a skewed perception of the world. I guess there would be both pros and cons.

It may improve self-esteem, believing that you are better than someone else in the same category (e.g. fastest man at the Olympics).
The ones with higher IQs may feel smarter when they do better in class and understand things better.

I have taught students in the mild, moderate and severe/disabled range of mental retardation. I can tell you that the difference between a person with an IQ of 86 and a person of an IQ with 70, socially, is nil - so self esteem really isn't a factor. The thing is, IQ has limitations and isn't always the best measurement of achievement. For example, the 86 IQ person may do very well in math, but due to a disability like dyslexia do poorly in spelling whereas the 70 IQ person may have problems with math due to the abstract nature, but excel in spelling because they are able to pick up on the basic word structure.
So it might make the 86 IQ person feel smarter, but I don't think that the difference would be that great that the 86 IQ person would feel like a genius.

Do you feel dumber knowing that other people have a higher IQ than you? Or do you feel smarter when speaking with someone who has a lower IQ? Those are serious questions...
I don't believe that anyone who is mentally disabled is thinking about the IQ rating of the person next to them. Why should you?
How do you see that helping with self-esteem? That's putting one in front of the other, and that would make no sense.

when children are "placed" in special classes...the teacher has the unique job of teaching to each individual child. so while another child may be working on simple addition, your child could be learning multiplication. Therefore, I don't think the children have much opportunity to realize that they are learning different information to "make them feel like a genius"
