Two options:

1. install Hebrew characters on your computer.

The way to do that is to go to control panel -> "date, time language and regional options" -> add languages. search for Hebrew on the list. it takes a few seconds and then you have Hebrew on you machine.

when you want to switch between Hebrew and English you press Left Alt + Left Shift.

If you need to align the text to the right (cause Hebrew is right to left) you click (Right Shift + Right Ctrl) back to the left for English you click (Left Shift +Left Ctrl).

2. You can use a virtual keyboard. some website have them - some don't.
