definitely changing the format will reduce the size, but changing the bit rate will dramatically reduce the size too. problem is when you reduce the bit rate you degrade the sound of the mp3. there is your give and take. want a super small file, change the bit rate. want the size to be smaller by a little bit? convert the file type.

in according to me, u can't convert mp3s waves or another in midi files
if u have an mp3 file and wanna convert it to a wma file u need first convert it to a wave file before
