I think its a PaperPort Scanned image. Something that has been scanned with a PaperPort scanner is saved in that filetype. Try using the PaperPort Viewer to open it.

If you're trying to open a 3d file, like from the programs that made Shrek and Toy Story, then that's a 3D Studio Max file. go to www.autodesk.com and search their products. 3DS Max has a free trial and you should be able to open your file.
