That error means your phone is still locked to t-mobile. Basically that means no other sim card can go in the phone except a t-mobile sim card. You need to get this phone unlocked, you can purchase unlock codes online but T-Mobile with provide you one for free, although it can take a few days. Contact T-Mobile Customer care (or have someone back in the states call for you). You will have to provide the imei number for the phone which can be found underneath the battery. T-Mobile will then email you the unlock procedure within 3-5 days. Once your phone is unlocked you can put any sim card from any provider and your phone will still work.

The last user states to look for the codes online. The unlock code is generated from YOUR specific IMEI for your device. Samsung used to have universal codes but they no longer work. As he states you do need a so called 'world' phone. All that means is you need a phone that is tri-band or quad-band. Here in the states we use 2 primary frequencies, overseas they use a different frequency. A tri-band phone will pick up this 3rd frequency. These phones arent expensive, in fact some free phones t-mobile gives away are tri-band. I looked your phone up and you do have a tri-band phone so you will have no problem.

there are a long series of codes for your phone (i dont know them) that you need to enter in order for it to work in a different country. the only way not to enter those codes is to get a worldphone(supports all bandwidths used by all countries), but they tend to be a little pricey, so you can either get one of those, get a cheap phone there, or try to look around online to find those codes (even though i dont know them, i know they exist)
