Internet plans are add-ons to the rate plan that charge you a monthly fee for transmitting data while surfing the web from your phone. Any time you fire up the web browser you will also be chewing up airtime. Most people really don't need to use their phone as a web browser, and will cancel the service to avoid an additional monthly charge.

Sounds like you need to call Cingular to sort it out. Whether or not you can get internet access with your phone depends on the model that you have. Some are capable of it and some aren't. The data or internet plan is similar to getting DSL on your existing phone line. You pay more so that you have access to another type of service with your cellular phone.
