Currently, I believe Ronaldinho is the most talented player in the world. The reason he didn't perform in the World Cup is that Parreira(coach)'s system was way too defensive and Ronaldo was not moving at all ahead of him to open space for his ability.
Of all time, Definitely Pele, he had a knack for doing wonderful things in crucial moments of the biggest games. The best comparison is that of him being the Michael Jordan of soccer.
A (Very) close second was Garrincha. All the great moves that Ronaldinho performs originated with Garrinchas moves. When Pele got hurt, he won the 1962 world cup practically alone.
My top 5 Brazilian players of all time (In their Prime)
1: Pele
2: Garrincha
3: Ronaldo
4: Zico
5: Ronaldinho

It would have to be Ronaldo because it was his brilliant abilities which helped Brazil win the 2002 WC and reach the finals of the 98 WC. In his prime, he was the most lethal striker in the world bar none and he was also the 1st player to win the FIFA Footballer of the Year Award for 2 consecutive years and one of only 2 to win it three times. He has already achieved great success for all clubs at which he has played, But what separates him from other great strikers of today(such as Henry) is his performances with the national side. His performances are not based on the formations in which he plays.
Granted that Ronaldinho is extremely talented, and a brilliant player for his club Barcelona and in 5 years i will probably think he is the best after PELE. But as we saw in the World Cup, when he doesnt have the free role in midfield as he has in Barcelona, he is not as deadly or effective. He struggled in the WC to find spaces and show the kind of magic which had helped Barca win the UCL. So until Ronaldinho improves his international record and singlehandedly inspires Brazil to a WC victory, i will continue to count RONALDO as the greatest following PELE.
