Well I would say that it's cold in the winter. Desolete. Few people and lots of open space. There is a web site for Dickinson. I've listed it below. They list a lot of information from local activities to weather:

The weather in Dickinson is not so bad. I would say it has more days that are too hot than too cold. However, the wind never stops for very long.
BTW - your picture is hot! Hot enough to make the wind stop and take a second look!
