i was thinking about using the lifan as a starter bike because of size, cost, and all that......

Well, it certainly is an acceptable size for a first bike. Although it may not have enough power for freeway cruising. But must times I've seen reviews of Chinese bikes, they come across as somewhat lacking in quality compared to Japanese or even Korean choices. I think a used Ninja 250 might be a better deal.
