Diplomacy sure isn't for dumb people, that's why dumb people resolve problems fighting, usually called bullies.

No, I think he's just a bully, bullies don't negotiate. Forked tongue for sure, he lies constantly. But as for his delivery when he reads his speeches he's not too bad, but when he's answering questions that's where he hesitates, gets his verb tenses mixed up, and really sounds dumb. There's some evidence he wears a tiny earpiece and is prompted or even dictated to when he's at a loss for words. Picture and articles below.
