It can, if it's high enough, to seriously degrade the vinyl of the liner as well as affecting a lot of the plastic in the plumbing . Your Filter and pump are somewhat protected.
There's going to be an issue with people in the pool. If that Cl level is over 3.0, don't let anyone swim. It'll cause some minor skin and eye irritation, besides being unpleasant on the nose and nasal passages.
If it was chlorine shock that you OD'd on, keep the pool running, uncovered and keep your Ph and TA within reason and the cl will drop within a day or so.
If it was stabilized chlorine pucks that caused this, there a little problem to get the level down fast. UV rays from the sun, won't knock it down. You'll have to drain some of the water out and replace it. Sorry, but that's the only quick way in this case. It will eventually go down by itself, but may take as long as a week.

Irritates your skin and eyes, not safe. Run your filter full time if you over-chlorinated, and add more water.
Check out Baqua-cel; it works wonderfully in a pool and is chlorine free. Pool supply stores carry it. We never had cloudy water or algae after switching, fought it constantly before.

it can harm the pool, too much can turn the lining white, it also can make it brittle, but you would have to use way too much chlorine, for your size pool about 1/2 a bag of chlorine.

other than maybe eventually lightening the color of your liner, nothing much, so just don't cover the pool and keep everything circulating and the level will drop to safer levels...give it a day or two.

The more chemicals you use, the more it disrupts the pH and the clear water effect you were hoping for will be just the opposite.
