You mean the Modification of Newton Dynamics by Moti or Mordehai Milgrom? no I haven't.

MOND (and its relativisitic offsping TeVeS) are other theories of gravitation to explain galactic acceleration, universal expansion, and other cosmological observations WITHOUT darkmatter (which is required if Einstein's General Relativity is correct). While it is still a potential theory, it is very much a fudge-factor theory (i.e. Newton's law is changed to fit observations with no physical reason) and thus not many cosmologists believe it to be true.
