You can't tell. Unless you kiss the person. Well, or you could just ask his/her exes. =P
There was this saying about cherries and tongues. If the person can make a ribbon or can tie the end of the cherry stick then that means that he/she is a good kisser. I don't know if this is true though. Another similar saying is that if a person can open a candy wrapper while just using his/her tongue then that means that's she/he is a good frencher too. =P

You have to sample the goods, and then if you like it then they are a good kisser. If you're wanting to know about yourself then you have to listen to what the person says after. I get a lot of 'wow" coming from under the breath and then they just stand there.

when you kiss the right guy and the moment is right, the good kisser will know exactly how to kiss you gently and soft, with force but not to hurt you, makes you wanted the guy to continue to kiss you and never let go of your lips,you might even feel it in your gut and feel like you are floating on air.

because if they are bad kissers you get saliva all over your face. i think that 75% of men are bad kissers, so basically any kiss that doesn't leave you wiping your face afterwards is good - how sad is that?!?
