Creating a primary dos partition on a formatted drive requires a boot disk with the fdisk command. Boot the computer with the 98 boot disk in the floppy drive. Switch to your a:\ drive (if you aren't there already) and tpe fdisk. This will bring up the option to enable large disk support then use the optio to create a primary dos partition.
