I didn't choose where i grew up and who my parents (or lack of parents) were. That was decided by fate, not by my choices.

His choices and actions

Aside from meeting the ultimate fate of death, I believe we decide our fate. I am a Christian and I believe in the Good Lord. Some folks believe that what God says, is what will happen. However, He gave us free will. There are two key factors in deciding one's fate. The first is our attitude. The second is the choices we make. Who we are, and the attitude we have, rules the choices we make. We are the ones who decide what our life will eventually turn out to be. Yes, there are many bad things that happen to good people and that put a damper in our sails. But again, the choice we make on handling that bad incident, will once again, reflect our life tomorrow.

each individual decides their own fate by making choices. Unfortunately some people try to escape their responsibility by saying that their fate is predetermined, that's simply not the case. The only thing in life we don't have a choice in, is that we must choose. Either by action or inaction, but we do choose. The results of those choices, as well as, to a limited degree, outside influences, will determine our fate. Individual choice, individual responsibility.

If you are describing Fate as fate then you have to take into account the 3 sisters of mythology. Personnally I think its a random thing some determined by where you swim in the gene pool and some determined by what skills you develop and learn in a lifetime. You can grab a lot of good fortune just through a superior effort and determination. Some people are born into money/poverty and never develop the skills to distance themselves from their accident of birth.

I think you are looking for an explanation of karma. Karma can be used as a verb which means our activities, and also as a noun which means the results of our activities.

First thing is to understand that we are not material, ie, the body is not our identity. Our body is just the vehicle we ride in. Our real identity is pure, spirit soul, an eternal divine energy. The activities, thoughts and desires we have in our life is witnessed by the Supersoul, the plenary expansion of the Lord, who resides in our heart. He then directs His material energy, to give us what we deserve.

So its a combination of what we do, what we desire, and how the Lord in the heart directs the material nature that determines every aspect of our lives-- how much or how little wealth, health, beauty, and education we get, where and what time our body will take birth, who will be our parents, family, our country, our opportunities, everything.

If and when we become serious about spiritual life and get burned out living in the material world, Supersoul then makes arrangements for us to meet His devotees so that we can make further progress.

Some say humans have free-will and decide their own fate. However, free-will may be an illusion; you cannot choose how many dopamine or serotonin neural transmitters will fire in your brain at any given time. Deficits can change your personality and behaviour, sending your life spinning in a direction you never envisaged or desired. How many psychiatric patients have free-will to control their fate?

I think it's more appropriate to say who decides the fate of a human being. There's a famous quote:You are the captain of your ship and the master of your fate. So we are all responsible for our own destiny or fate.

If you are not Christian you are probably think I am a wacko for saying this, but I believe that God decides to which body a soul goes. The destiny of that soul is already written.

There is no "fate" in the sense of a pre-determined end. You appear without purpose, you live without purpose, you end without purpose. Your decisions during life determine how you will end up.
