He died. In 2001. This does not matter to the US or to the Taliban. He is only being "kept alive" for propaganda purposes by both the United States and the Taliban, who receive benefits by keeping him alive.
The Bush Administration keeps him alive because they need to keep the country gripped in fear of him.
The Taliban keeps him alive because he is a religious icon (much like Jesus Christ is in the Christian faith.)
So, they have someone who sounds like Osama sending audio tapes (rather than video tapes, because it is hard to fake a face) to Al Jazerra News. Many people wonder whether it is the US that is actually sending the audio tapes to Al Jazeera. The timing of the receipt of the audio tapes is always a benefit to GWB's propaganda machine.

Probably Pakistan or Afghanistan. There are extremely difficult regions with mountains and caves etc. It's hard because the people there support him and hide him. I'm sure they would be killed if they disagreed with him or the Taliban remnants which remain in Afghanistan. I don't think there has been a video released by him in a while. Only audio. He could have been hurt and recovering from wounds. Who knows...
