I sometimes accidentally do it, and then I don't know if I hurt someone!

Just like, rubbing it once over the eyebrow,like, they have their eyebrows up, and they put their finger all the way over it, my friend did it and i just laughed even though i didn't get it. she did it when we were talking about someone.

It could mean impatience , or aggravation or the fatigue.
I always think that the person wants to hurry along , but doesn't want to be rude and say so.

I find I do it when I am feeling suddenly vulnerable and I might want to come off as attractive or knowing. I might start to wonder if my apperane is neat and tidy or if I look like an unkept mess. Sometimes I simply have an itch that can't wait. I do know when I am agitated or disinterested I wrinkle my forehead a little bit.

It means that this person has a bad habit of rubbing their eyebrows. It's just like shaking your leg.

Personally, I've always interpreted it just as a sign that the person is not sure if they should be talking about what they are saying. I don't take it as a sign of being rude, nor do I get offended.
