The best thing to do at 16 w/ irregular cycles is to start seeing a gynecologist because at that age your periods can be messed up. Yes weight gain and stress make a difference as well. Your breast could just be the size they are going to be. That would be another question for the gynecologist. She/he may take some blood and check your hormones levels to see if something is off or they might just start you out on the pill to regulate your cycle it depends on the doctor.

Rapid weight loss or gain can cause your periods to become irregular or be absent for a little while, but if your weight is not extreme either way or constantly fluctuating, your periods should not have stopped completely. Stress, however, can cause an abscence. If it has gone on for this long, you should really see a doctor - no herbal remedy could sort it out properly. You could have PCOS, a condition in which cysts grow on the ovaries, interfering with ovulation. This often causes periods to stop, and can also lead to infertility. However, since you mentioned your breasts haven't really grown, it is more likely you are deficient in one or more hormones, or have an imbalance, which could be sorted out by hormone therapy. A lot of women have breast sizes that are different. The only time you could actually tell I was a girl with boobs was when I was nursing my kids. I have gotten comfortable with being a pirates delight---I have a sunken chest. You may want to talk to your doctor about your periods. My daughter had to take birth control for about 6 months to get her regular and is now fine. Also emotional health, diet, and hormone balance is a possibility. I would not take anything until I saw a doctor to rule out any cancer or other problems.

It doesn't sound like anything is wrong with you. You might just be a slow developer or sometimes people's boobs are just small and that's how nature intended them to be. I would think that it's just your age though and that you'll have a growth spurt soon. Hang in there!

It is probably just the stress and weight gain. If you're not having sex, you're not pregnant so that option is out. If at any time you skip a period for more than three months, you should see a doctor or gynecologist. Only they can tell you if you have an imbalance. I recommend getting it checked out soon. You need to get your parents to take you to the doctor. Just print out your question and ask it to her. And if you're doctor is a man, get a woman doctor.
