As far as I know PV is a CAD sotware. I'm not sure how much will it be of use for an electrical engineer but for mechanical engineers its an added advantage.

Primavera is a project management software like MS-Project software. Whether it is Primavera or MS-Project, both work based on the same concept. It is useful in managing and projecting and scheduling any project. Resources to the activity can be allotted to get the near pin point accuracy in cost and estimated time of project completion. These softwares can be used in any project irrespective of the filed. (Abdullah is completely wrong in his answer....Dear Abdullah ..please do not misguide any one...if you do not know...pls do not answer)
