here in Cali, complaints against dealerships are handled by the DMV (Department of Motor Vehicles)
if they have a BBB logo on their window or wall you can contact them (if they are not a member you might at least be able to get them in trouble for displaying if not a member)

What's the nature of the complaint? If the vehicle was sold "as-is", you're out of luck, even if they misrepresented the vehicle.
