Some mountain ranges are State or Federal land. You can buy a house on a mountain and whatever land it sits on belongs to you.
Mountains can be broken up into lots just like the land in your neighborhood.
Originally our government (us) stole all the land including the mountains in this country from the American Indians.

Mountains are no different from any other land and can be bought and sold just the same as a field or other plot of land.
Mountains that have never been privately owned belong to the state or crown (depending which country you're in).
Some mountains are of scientific or environmental importance, often due to the fauna and flora to be found there, they may be owned by a trust or charitable organization - the John Muir Trust for example, owns several important mountains.
Some mountain environments are owned by corporations especially if there is quarrying, electricity generation, water supply, mineral extraction etc going on. Others are owned by companies that provide tourist facilities such as skiing.
Still others, are owned by farmers and private landowners. In some places, Europe in particular, an estate may extend to thousands of acres and include many mountains.
There are virtually no mountains anywhere in the world which are publicly owned and access to the mountains is provided for by state or federal laws of by access agreements from the owners.
In some countries, eg the UK, there is a 'right to roam' which means the public are granted free access to all areas of wild land regardless as to who owns it.
