In my town, the Redevlopment Agency takes applications and gives grants/loans to qualified homeowners to improve the homes. They also have stipulations about renting, selling or repayment of the funds on the property that you must agree to when you accept the funds. They may even manage the projects for you to insure the money is being used for it designed purpose. Many cities offer similar programs. Check with your local Housing Department

There are options in some areas for financial assistance to rehabilitate a home.

Most of the funds are provided by the city the home is located. Check http://www.ci."InsertYourCity" dot ca dot us or find their page by an internet search. Once there go to their Department of Housing page.

Many cities provide low interest loans to homeowners who need assistance to improve and rehabilitate homes in their city.

If there is no additional assistance available you may be eligible for an equity loan or refinance to take cash out to improve the home.

If major renovations are required you can take out a rehabilitation loan which allows you to borrow against the improved value of the home.

If you have not bought the home yet there are programs that can help First Time Home Buyers (FTHB) buy homes in need of rehabilitation. Check out www.CalHFA.org
