There are far to many idiot's with pets for my liking.
Breeding them (dogs & cats) when they know nothing about what they are doing.
And there are already far to many animals in rescue needing good homes.
Sorry to go on but this subject really gets to me.
Who thinks we should bring back licences for pets?

I agree to an extent...however I think we should have some sort of "banned" system banning those who are known to be cruel to either animals, children or they are drug addicts, etc. I think that most people in this world with pets do take care of them...but there are those handful that ruin it for everyone else. i don't think it would be fair to have to get a license to have a pet..think about it this way--with all the strays that need to be adopted if we made everyone get a license half of the people wouldn't want to go through the trouble (we are a lazy society) and therefore it would leave so many animals out there without a home and possibly lead to more euthanizing of animals. So I do believe in some sort of reform for proven harm against animals...but I also believe in giving everyone a fair chance--if we don't it's like we are saying they are guilty before we can even prove it-not to mention even with a license there would be those that would contineu to mistreat animals regardless of a license or not.

To change the law on pets would put a further increase on expenditure for the local councils; already there are dog wardens and environmental health teams without enough funding to carry out their jobs correctly.
Like any license there would be people willing to flout 'said' laws, for example... how many dangerous dogs owners are willing to come forward and have their dogs put on the correct register - not many.
Hence, it would only be the responsible owners/breeders that would get a license and these owners would be penalised, financially for having such a license.
If i remember correctly the reason for the old license to be scraped was due to how in-effectual such licenses really were.
However, i do agree with you that there are too many irresponsible owners out there, but i am a loss as to how they can be stopped for owning/breeding pets.
Whilst on the subject though, i believe that a lot of problems with pets (dogs) is that they are not trained - and there are also quite a few dodgy trainers around, who pass a six week course and think that they can train dogs - now that really gets my back up!

As I read your question I thought to myself that all through it the word "pets" could be substituted for the word "children". What is the point in bringing in licences to keep pets when any numbskull can have and abuse children? In fact I was of the understanding that there was a council bylaw requiring dog owners to purchase a licence.

Sometimes I think that we consider the rights of animals over and above that of children and unborn babies, which is wrong. Absolutely, all animals should be protected but maybe we need to look a little closer to home first. After all, if we respect our own young as a society then maybe respect for animals will come naturally.

To be honest I'd agree with you. Anyone convicted of neglect or cruelty should have their licence revoked for life. People who are cruel to animals are the lowest of low scum and they sicken me. If they can do that to an innocent animal what the hell might they do to a child?!?

Same goes for anyone who is irresponsible and does not take proper care of their animal. Half the time when dogs attack children or animals cause nuisance to the public its because the owners can't be bothered to train and take good care of them or keep them restrained. Those animals then get destroyed because of their owner's incompetence. People like that shoulkd have their pet licences taken off them.

People who leave their dogs cruelly tethered outside in all weathers also really piss me off and should be fined and have their license revoked.

I would not make the license expensive though. There are many people on low incomes, pensioners etc who get great happiness from their pets and are able to provide warm loving homes for an animal, but who can not afford lots of money. This is also why we need charities like the PDSA, so that poorer people can have a pet without worrying what will happen if it falls ill and needs expensive medical treatment. License money from those who can afford it could go to sustaining charities like the PDSA.

I agree, there are far too many people breeding animals just for pure greed. The law should be stricter and all breeders registered with the RSPCA and must be regular check ups to avoid over breeding a animal. Rescue centres are full to bursting with unwanted pets, i know this has i help rescue unwanted small animals and occasionally cats & kittens, because my local rescue can't simply take any more.

I agree that having a license for a pet would be a good idea.

Anybody that loves animals wouldn't mind. If you are prepared to pay for the cost and wellbeing of your animal a few more pounds would not matter to ensure that ALL dogs are well kept.

I love my dog to death, he is like one of my children.. but I am extremely peeved at some of the replies on this Q.. what is wrong with having a dog on a chain????? What is wrong with working and leaving a dog at home???? I live in the country and my dog romps through the fields and ditches and has a wonderful time.. but near a road, he goes on a chain BECAUSE I DON'T WANT HIM RUN OVER.. common sense???????? We work.. but he has an hour walk am and an hour walk pm... plus lots of fun in the garden with our kids and then lots of cuddles and playtime in our house after, he is happy and loved and adored.
Anyone who things you should stay home 24/7 because you have a dog is bonkers. Dogs like to sleep. When I'm at work, my dog crashes out and sleeps all day - when we're home all weekend he gets completely puffed out at the effort and hides away from us all to get a kip.
Keep things in perspective people.

hi there.

i think on one part breeding pets for money is wrong...and thats a high part of the breeding that takes place now. then you have the breeders who are registered with organisations...have vets behind them...get every test possible for the pups..this is where people should buy the animals and not from the neighbour with the pups.

licensing still exists. and if you breed from more than 5 dogs you need one. also with the kennel club you can only register 1 litter a year per dog...this is good but i do agree to stronger licenses.

In my case i read up on dog handling and have had many different animals in my family for years since i can remember, i agree that there should be licences for certain pets and people should definitely choose wisely before committing to any animal. After all you wouldn't take a laxative without knowing what it does.

You will wish I had not run into this question. I hate most dog owners. I can't stand dog's on chains. They need fences and yards please spare me most if not all breeders....puppy mills I despise them. I would close them all down and inspect each and every owner.They need loving homes and people who care.
They need more than a licence I am afraid, many need an education. When I take my dogs for a walk the things I see make me sick and these idiots are not breaking any laws and if they are you can't get them enforced without making a total idiot of yourself!
It just drives me insane why do these people want these animals for.Life on a chain in storms, heat the water and food turned over, ants other bugs you name it.
Then many who have yards don't see their pets for weeks or spend any time with them UUGG mad, yes I am mad. Things need to change and I write letters to my reps too.

I TOTALLY agree, someone i know has kittens constantly, gets dogs like they are a fashion acsessory,and breeds them for the ££$$..(cow) she has a parrot, 3 rabbits, a ferret PLUS 6 kids, then when they are bored, they dump them off at a re homing shelter, she Pi$$es me off...then they go get a 'different' pet...she uses pets like a status symbol.
i hate people like that, doenst matter what pet you like, you HAVE to, or SHOULD have a suitable envoirement for them and KNOWLEDGE about care and needs, arrggh, dont get me started ... yes, all in all, there SHOULD be some form of criteria to pass before being sold a pet.
I'd personally LOVE to have a dog, but my kids cost too much and the mess i cant deal with, i'm only attracted by what the dog would bring in terms of fun..so i wont get one becasue i';m just not suited to it, the vet costs and food alone would be unbearable
