Legolas is a made up character from a fictional novel. The character is suppose to be an Elf with magical powers. It is a movie. Movie characters can do anything. Legolas is not real.

well along time ago when legolas was a child he went into a swamp with radioactive water and when he came out he could make spikes that look like arrows come out of his back thats why he never runs out

That and he gets the arrows from the same place that any good action star gets the bullets for their guns.
