you have protiens in your water. the proteins stick to the air bubbles. ammonia and nitrates will not do this. i work in a fish store and have worked on filter designs.
this is how a protein skimmer works. read up on it and you will see that i am right and this is the BEST ANSWER
do some water changes.

With an airpump I seriously doubt that ammonia or nitrate levels are high. I have an airpump which pumps water so much that my entire tank was covered with bubbles, or foam on the surface. And maybe that's why my fish tank, which is packed, is doing so well so don't worry.

This is most likely due to poor water quality. Check your ammonia, and nitrates levels.

your water has slime or algae. thats why it foams up.
