I'm sorry, your info coes not compute.
First off:
Episode 1 did not come out in 1991.
Second, if you are talking about why we have 4, 5 & 6 first and then the first 3 were done later. It is because there were things Lucas wanted to portray that couldn't be done with the technology. (Ex: walking scene of Jabba the Hut with Han Solo was added later, because they couldn't make it realistic before.)
So, once the technology was available, Lucas was able to provide us with the first 3 movies.

Episode 1 The Phantom Menace:2000
Episode 2 Attack of the Clones:2002
Episode 3 Revenge of the Sith:2005
Episode 4 A New Hope:1977
Episode 5 The Empire Strikes Back:1980
Episode 6 Return of the Jedi:1983
Get your numbers right!!! George Lucas had the ideas for 4,5,6 before he had even thought of the before story. If you want to diss a timeline, then diss Quenton Tarritino's movies. The series he made, the timelines are more screwed up than in the Star Wars series.lol

I believe that it was a financing problem....
No one would finance episode 1 but they would episode 4 so that is why it started there...
(i had the original belief that it was because he wanted mark Hamill to play Anakin Skywalker/Darth Vader in episode 3!!! - I got that idea from episode 5 - so much for that idea, huh?)
I also believe that there are 15 episodes from the beginning...
"Out of these fifteen stories, Lucas originally planned to film only one of them as a feature film. Then, in 1978, following the success of the first released Star Wars film, he publicly announced that he would create a total of twelve films to chronicle the adventures of Luke Skywalker (in the original scripts, the character’s name was Luke Starkiller)."
"In 1979, Lucas retracted his former statement, saying that he would instead make nine films"

The star wars movies are supposed to be setup like episodes in old Republic serials (i.e. flash gorgon, the lone ranger, etc). He wanted to start it with ep 4 so it would be like you missed the first three episodes of the story. Indiana Jones was set up in a similar way bt it was supposed to be the continuing stories of Jones, as opposed to a series which would have a beginning and end.

I'm not sure what you are asking. Episodes 4,5,and 6 are a much better story than 1,2, and 3. Thats why they were originally made. People started wanting to see 1,2, and 3, so they made them.

The first SW began with a later chapter. Subsequent chapters were the stories leading up to the first one filmed. Now I don't fully get what you're alluding to with Harrison Ford.
