Installment doesn't mean payment.

It means the incremental buildup of something. You can build a brick wall on the installment plan -- add ten bricks per week if that's all the time you have to devote to brick laying.
Supplies can be brought in on an installment program - for example, filling a pop machine.
Installment plans are also used for making payments -- you can purchase something that costs $100 and pay $5 per week until the total purchase price has been completed.

Installment also refers to installing someone in office, and there are official installment programs to follow in most organizations when a new president or chair is elected or appointed.

The British coronation is perhaps one of the most elaborate installment programs anywhere.
