before you try a doctor, try rubbing Vaseline on it and avoiding intercourse for a few days. more than likely, you two just been having too much fun in the bedroom lately (didn't think that was possible...). In the future, invest in some lube. ^_~

Most likely it is Psoriasis. That can be taken care of by a cream.

It never really goes away, but you can take care of the symptoms.

It can also be very painful for the man, and lead to infections. Using a condom will help.
