is it better to wax or pluck?

Waxing or sugaring is better for sure.......BUT there is this stuff called PFB Vanish that works wonders for the red bumps and ingrown hairs, try it!

Plucking (tweezing), Shaving, Depilatory creams and Waxing are temporary hair removal methods.
Waxing usually lasts for 3 weeks, but it is painful.
Electrolysis and laser hair removal are "permanent" hair removal methods but are expensive and you have to find a trained professional, otherwise your skin could be damaged.

Dab some rubbing alcohol on the area after shaving.

Make sure you use shaving cream not just soap and water. try something for sensitive skin and also make sure your razor is not dull. shave with the grain of the hair not against it or it can cause tons of skin irritation. And lotion!!!!!! i always put on baby lotion after showering works well especially for sensitive skin. good luck

Don't shave use nair or veet. You will have a very smooth bikini line.
