It depends upon the girl.
Whether she is feelin naughty or nice. Regardless of whether she is nice, naughty or both.
Some don't wear anything underneath. Though it also depends on the skirt too.
Like when I wear a Micro Mini, you gotta have something under at the very least - coz it can get blown and quite revealing at times.
Since I shave my pubes, I don't have to worry about nasty pubies pokin outta my panties. Some girls have really bushy pubies, like its some kind of wild pet animal or something, its just so nasty.
I prefer ruffles and lacy string bikinis they're just so cute with a mini skirt.

becoz naybe their pants or skirts are see-through or something so they have to wear something underneath so that their underpants won't be seen
