As other respondents have said, probably various sources according to who owns/runs the museum. I doubt that you would get lottery funding unless you could prove that ethnic minorities came into the museum in decent numbers. Perhaps that could be one of the tests of Britishness. Do you intend to visit museums? thereby showing an interest in British history.

Mostly? Endowments, donations. People who are wealthy or were up and coming when great art nowhere near commanded the prices it does today acquired it and often leave their collections as a bequest. That's why you'll sometimes see a whole wing for a collection bearing an individuals' name. Here's a quirk; the Royal family in Great Britain is said to be fabulously wealthy, but the majority of their holdings - is in art.
