yes you need to boot of the cd keep it set as first boot option

what you need to do is start with the windows installation when you get to the part where it asks you to choose wehre you want to install pick the curent partition and it will tell you it needs to format it. presto. of course if you dont want to install windows you can download a utility like killdisk (http://www.killdisk.com/) guide you through the process of making a bootable cd from which it will run the formating aplication. happy formating !

Make the boot disk into a bootable CD. Nero will do that for you.

Depends why you want to completely format it.
Get an IDE adapter so you can connect it to your second IDE cable/controller card on a PC, then you can download a low level formatting tool if you want a deep clean, or go to computer management (right-click my computer and choose manage) and format it from disk management.
When you install windows it would format it through the setup though. You would have to install windows

Did you check if the CD was actually bootable. Stick in the discs that came with it, it will do the job.
