no this buds need the cactus to grow into new plants

In my experience with cactus , you must plant a piece of the cactus also. You need the cactus to produce the blooms.

i grow cati. take the buds and put them into cati soil. do not water them much just once a month couse you can drawn a cati. the buds will root on their own. just very little water. i have 9 buds from my cati,s and they all have rooted and now they are growing and making buds.

they wont grow without roots but you may try and extract seeds out of them and plant the seeds

yes but they will not grow unless you leave them in a bit of water to grow new roots.
