heres how it goes
if the numerator is greator then denominator u divide by the closest value!
in this case 3 > 4 therefore u add a zero to the numerator to make it larger
u added a zero to numerator u add a decimal to the answer (u now have 0. )
now u divite by the closest value which in this case is 7
which leaves u with ( 28 now u have 0.7 as ur partial answer )
28 subtract 30 = 2
now that 2 is less then 4 u do the same add a zero but in this case u dont have to add any decimal to the answer !
20 is divisible by 4 u get ur answer (0.75)
u know what numerator and denominator is ???
top value numerator
bottom valure denominator
hope that helped !!

Alternatively, the reverse way, only for finite decimal places:
Find a integer to multiply by the denominator to give you 10^n, where n is a whole number.
Try n = 1, 10^1 = 10, 4 x 2 = 8, 4 x 3 = 12, cannot.
Try n = 2, 10^2 = 100, 4 x 10 = 40, 4 x 20 = 80, 4 x 30 = 120, 4 x 25 = 100, can!
So, 3/4 = (3x25)/(4x25) = 75/100 = 0.75!
Assumptions are: You know how to divide when
1. numerator is bigger than denominator, thus, instead of trying one by one, you can simply work out 10/4 = 2 2/4, 100/4 = 25.
2. denominator is of the form 10^n, such as 10, 100, 1000, etc.

Make denominator either 10,100,1000, 10000 ..................by multiplying numerator and denominator by such a number so that in the denominator is either 10 or 100,or 1000 or so on if possible
In this way 10 is not possible now to make 100 multiply and divide by 25
(3/4)*(25/25)=75/100
Because there are two zeros at the bottom, therefore put decimal after two points shifting on the left. Now the answer is 0.75

Stupid Yahoo doesn't display spaces properly, anywho basically you just keep adding 0's after the decimal and continue dividing, carrying down the remainder, subtracting and dividing again.
Then make sure you put a decimal in your answer as many places to the left as you added 0's

Divide the top number of the fraction bar (numerator) by the one under the fraction bar (denominator). If the number repeats, put a line over the first set of repeating numbers. (For example 1/7= .142857142857... , so you'd put .142857 with a line over it)
