when virus is created that just keeps duplicating itself ( a very decent one, whihc is entriely possible), using email or whatever, can the interent get clogged up and eventually have to be shut down?

Yes, the Internet can get clogged up (or certain parts of it at least), but it really can't be shut down. The Internet is so large and widespread and fault-tolerant that it is virtually impossible to completely shut it down. You could shut down some ISPs probably, but not the Internet as a whole.

No, thats a worm not a virus and they already exist. While idiots write software like this, other people write firewalls and software that destroys malware.
Thats one reason why you should run a decent firewall and security software, so as not to spread malware.
