In order to transfer video tapes to CD/DVD format, you will first need a capture device of some form. From there you would use the capture software that comes with the device. After you capture to your computer, you will need to burn to disc. For this you will need either a DVD or CD burner with appropriate software.

I recomend Newegg.com or Compusa.com for hardware/software
Also Pricewatch.com is a good resource.

Yes you can.
Buy a video capture card, some good makes are AverMedia, Humax, Pinnacle, Adaptec...
Then connect he video out of your VCR to the video in port on the capture card. then use the software that ship with the card to copy and convert the VCR content into digital video file. You can select to compress the video or not, depends on your hard drive capacity.
then burn the video file onto CD or DVD using the software comes wuth the capture card or by using Nero Buring Rom software.

Yes you can.. you need a video card slot on your machine to hook up your vcr. Afterwards, you will need software program such as Nero or Windows Media Player to record from your VCR to a CD.. of course, you cant really store much in a CD so go for a DVD instead.
