You don't need a Visa when you take a cruise to Cozumel because you are only there for a few hours, visas are only required on extended stays. I believe that now it is required to have a passport. Used to be able to show a birth certificate but the laws have changed. The Cruise line will tell you for certain what you will need.

I believe if you wish to go ashore and are more than 50 miles south of the US border you need a visa.
I think the 50 mile rule is from only needing US identification within that proximity.
A visa is easy to obtain. Just visit the embassy for Mexico in your city. They will stamp your passports.

First off why the HELL would you goto Mexico for a Cruise! There are plenty more wonderful places to go in the US (Alamo,Fort Knox). As for your question I dont think you would need a visa just to visit.

no. you need a visa or passport from your home country. When you cross into a country, they stamp it accordingly. Although, on a cruise ship, I thing thinks are a little different.
