Your hard drive may be going bad and that's why your computer can't access it in order to boot. You should take it a friend who fixes PCs or to a repair shop.
You can also download a bootable floppy or CD image that contains diagnostic tools to see if your hard drive is broken. That's what they'll do at the repair shop.

Sounds like it it not seeing the hard drive, so it has nothing to boot from. You will need to have a pro look at the PC.

put windows cd in and try to boot from cd

if you have a restoration cd you should try autorestore
