Cowardly in the sense that these people attacked a country they were not technically at war with. The same thing applied when the Japanese attacked Perl Harbor. Both groups acted cowardly in giving America a "sucker punch" without any warning.

Political rhetoric. By using the word 'cowardly' it places the perpetrators in a category - 'treacherous' is probably nearer the mark. He terms them cowardly because there was no advance warning of a terrorist attack against civilians, unlike Pearl Harbour which was an attack to begin a war, made against mainly military targets.

Your very point is what got Bill Mahr moved to HBO. The president means by cowardly that they killed innocent men and women in their attack. A non cowardly attack would be on our armed forces i guess.
