Im looking for a free tool to develop some web pages using frames.

Best open source one that I have worked with is Quanta. But it is Linux only, to my knowledge.

The way I recommend going is to use a text editor that does code highlighting, maybe code completion (although it more often gets in my way). Textpad I believe is still out there and works well. There are a number of other ones you can find at http://www.download.com/

I don't like to use development tools unless I absolutely have to. My advice is to go find an basic HTML book, or use an online referance like www.htmlgoodies.com, and just use a basic text editor like Notepad and remember to save as .html.
