I am going to be opening a small herbal business around the chico california area in about 1 year. what licences and permits will i need to do this? how hard is it to open a small family owned business in northern california? and what kind of taxes will i be looking at? thanks

I would probably start of with a score counselor which is free and they will provide you with tons of resources and will be able to offer advice.
In terms of incorporation and getting a business license you can check out http://www.nomorecubes.com/incorporation/.
If you decide to be a sole proprietor you can go to your local Secretary of state for all of the paperwork.
