Because they are trying to bring back memories of high school and have a hard time letting go of the past. Also, the more you resist them the harder they try. You have obviously moved on but for one reason or another they can't. Be honest with them.

Maybe they realize how you were treated and want to make up for it. Maybe they secretly thought you were fun in high school, but their friends didn't like you and so they felt pressured to pretend not to like you either. Some people have a hard time growing up and getting on with life, maybe that is why some of these people call you - to try to feel like everything is just like high school.
I say give everybody a chance. Once you feel like you have really gotten to know them, and if you don't like the person, don't see them anymore. If the person keeps calling and asking you to do things, be polite but explain that you were glad to get in touch after so many years, but feel that you just don't have much in common any longer. Explain that you are happy they are doing well, that you wish them happiness, but you just don't feel like you really connect with them enough to remain close friends. Yeah, it will take guts, and Yeah it might hurt their feelings, but wouldn't you rather have somebody tell the truth than just dissappear and you don't know why?

maybe they realized that they wanted to change . just try to work it out. it might turn out for the better. in high school they might have had a click or something and had always liked you but couldn't cuz then they'd be booted or something. so they probably realized that if they don't have the friends they used to have , maybe the people they didn't hang out with are actual true friends.

they are bored, lonely, or both. people just think that meeting up with someone they never really talked to will entertain them.
