Is there any website that you can look up cellphone numbers for free?

Someone just called me at my house. The caller ID told me the number and not who it was. I want to see who it was without paying any money. The cell # was 704-607-2474 Can anyone help me

iam pretty sure cell #'s are kept private....I am not sure of is smart to post someones phone # on here either.
