the pokemon that appear inside are defaulted to be zubat. but if you visit a "wonder spot", which is a machine nintendo brings to events, in real life, the pokemon inside will change. look at the website in my source section there

As I understand it, the Altering Cave was supposed to be a cave in which rare Pokemon were to be found and it was supposed to be linked to the Mystery Gift option, but the game makers scrapped the idea at the last minute and instead filled the cave with Zubat and the like.
Sorry, no rare Pokemon. It's kind of a cool name, though.

david t's right zubats r only in altering cave just like in fire red as well.
